Heather Boughton, Ph.D. is the Director of Education Policy Implementation for Results for America (RFA). In this role, Heather leads RFA’s
State Education Fellowship, a unique network that brings together state education research, program and grant leaders to accelerate their use of data and evidence to improve education outcomes and advance economic mobility and racial equity. She also supports
EdResearch for Action’s partnerships with practitioners who are using EdResearch resources to advance their work. Prior to joining Results for America, Heather spent over a decade working for the Ohio Department of Education, supporting the state’s efforts to use data and research to inform education policymaking. Heather was the Department’s Director of Research, Evaluation and Advanced Analytics and was responsible for leading the development and implementation of the Department’s Learning Agendas, as well as Ohio’s efforts to encourage and support the use of evidence-based strategies in Ohio’s schools. Heather is committed to supporting data use for the purpose of dismantling inequities. She gets particularly excited about using actionable research in continuous improvement and working collaboratively to create cultures of learning. Heather received her Ph.D. in sociology from Ohio State University, where she studied inequality and education. She is an alumna of Harvard University’s Strategic Data Fellowship, the Aspen Institute’s Coherence Lab Fellowship and Result for America’s State Education Fellowship.
