Dr. David R. Troutman serves as the Deputy Commissioner for Academic Affairs and Data Analytics at the Texas Higher Education Coordinating Board, where he directs strategic initiatives related to education and data management. With nearly two decades of experience in higher education, he has played a pivotal role in using data-driven strategies to shape state and national policies, enhancing educational pathways and innovation in Texas. A leader in integrating K-12, postsecondary, and workforce data, Dr. Troutman founded the Postsecondary Employment Outcomes Coalition, impacting 32 states. He also developed the Credential of Value methodology, which supports Texas' Community College Finance model, aligning academic programs with workforce needs. Before this role, he was the Chief Data Officer at the University of Texas System, where he led initiatives like the UT System Dashboard. His work with organizations such as the U.S. Census Bureau and the Gates Foundation has further advanced education alignment with workforce demands. Dr. Troutman is dedicated to maintaining data integrity, transparency, and innovation to prepare Texas students for the evolving workforce.
